There are farm implements because there is farming in the surrounding fields. In late summer, they dry their produce, there will be red chillis drying from the temple walls and corn and other vegatables. It makes for a glorious sight.
Here they are building a new ghat, a platform for open cremation right next to the river. Things haven't changed much for centuries.
